(Amendments to laws related to nuclear power regulations)
Amendments were made to the "Law Related to the Regulations for Nuclear Source Materials, Nuclear Fuel Materials, and Atomic Reactors," as well as to the "Law Related to the Prevention of Radiation Sickness by Radioactive Isotopes," etc. The amendments establish reporting requirements on dumping of radioactive material at sea, on-the-spot inspections of ships, "Bond System," and penal regulations.
 
(Amendments to the Maritime Safety Agency Law)
As a result of the ratification of UNCLOS and its accompanying establishment of new national laws, Japan's sovereign rights as a coastal State and the sea area in which it can exercise these rights increased greatly. This is one reason that Japan amended its Maritime Safety Agency Law. An additional reason is that it needed to make it possible for JMSA officers to quickly and appropriately devise measures to prevent crimes, in light of the recent maritime crime situation, which includes crimes involving stowaways, smuggling, and disorderly emergency entrance into Japanese waters by foreign fishing vessels.
Specifically, the amendments clearly prescribe the necessary conditions under which JMSA officers can implement measures devised to prevent maritime crimes and injury and harm posed by natural disasters, etc., and to maintain public order at sea. The amendments also established newly added rules, such as measures to stop ships for on-the-spot inspections.
